Issues
It is often helpful to view the issue (sometimes described as an health issue) as the starting point, initial problem, or the reason for investigating the need for a project.
The description of the initial issue is likely to change following an investigation that should involve consultation with appropriate people and stakeholder groups.
Examples of an issue are varied:
- High incidence of diabetes in XXX catchment
- Increasing numbers of young people presenting with symptoms of depression
- Complaints about young people “loitering” in local carparks
