History of residents feedback obtained through 15 years of client contact suggested that there were barriers to a healthy environment. The feedback was that there appeared to be a number of single parent families, people experiencing drug related problems, families with no access to a car, telephone and food. Domestic violence and police attendance was a common occurrance. Additional barriers included geographical isolation, social isolation, lack of recognition of community as a town resulting in absence of infrastructure, no demographics on this community and limited transport opportunities. Past history of the area encouraged people with low SES to move to Pioneer Bay. Summary of issue: Community needs to identify its specific needs and have the capacity to address these needs.
